Travel of citizens in public passenger transport is carried out upon presentation of the ESPB, a passport and a document confirming the right to benefits (certificate of medical and social examination, certificate or certificate of the right to benefits, pensioner's ID, certificate of study, certificate of receipt of a hemodialysis procedure for a disabled person, etc.). It is advisable to have a cashier's receipt with you, issued at the ticketing point, confirming payment for the ticket for the current month.

The presentation by a citizen of the ESPB on the basis of the BEPC is carried out on public commuter buses twice - at the beginning and at the end of the trip, and on public city buses only at the beginning of the trip.

The ESPB is personal and is considered invalid if passport data is not entered into it or the entered passport data does not correspond to the passport data of the citizen presenting the ticket. Transfer of the ESPB to another person is not permitted.

The circle of persons entitled to discounted travel:

  • persons receiving monthly cash payment at the expense of the federal budget;
  • persons receiving a monthly cash payment from the regional budget in accordance with the regional law of December 1, 2004 No. 106-oz “On measures of social support for certain categories of citizens living in the Leningrad region”;
  • receiving a pension in accordance with the legislation of the Russian Federation;
  • accompanying (no more than one) disabled people of group I and disabled children;
  • children from large families are students of general education institutions.

A person belonging to one of the specified categories who lives in the Leningrad region and is simultaneously registered at the place of residence in another subject Russian Federation, has the right to purchase an ESPB if this person is not provided with social support measures in terms of ensuring his travel on public automobile passenger transport of urban and suburban traffic on the territory of another subject of the Russian Federation in which he is registered at the place of residence.

Documents required to obtain ESPB:?

  • ·passport;
  • · a document confirming the social category of a citizen (certificate or certificate of entitlement to benefits, certificate of disability, pension certificate, certificate of study, certificate of receipt of a hemodialysis procedure for a disabled person, etc.).

Registration and extension of the validity period of the ESPB is carried out at ticket issuance points - at post offices of the Vsevolozhsk branch of the Federal Postal Service, from the 20th day of the month preceding the start of the validity period of the ticket, to the 5th day of the month in which the ticket is valid, upon presentation by the citizen of a passport, a document confirming the right to provide benefits and the availability of his personal data in the ESPB database. The ESPB is valid for a calendar month, from the first to the last day. For visually impaired people of the first and second groups, for people with disabilities receiving hemodialysis, for disabled children under 7 years of age, for children from large families - students of general education institutions - the travel card is free. For other citizens - 310 rubles.

When citizens first apply to purchase an ESPB, or in case of refusal to issue a ticket (from the 20th to the 5th) due to the lack of necessary information in the ESPB database, the citizen must contact the Social Affairs Committee with an application for confirmation rights to preferential travel.

For disabled people receiving hemodialysis, the ESPB for the right to free travel is issued (the validity period is extended) at ticketing points without paying its cost on the basis of a certificate issued by a health care institution stating that the patient is receiving chronic program hemodialysis treatment at this institution.

Citizens who have received a ticket are required to:

  • ·? carefully store the unified social travel ticket based on the BEPK, prevent transfer to another person, loss or damage of the ticket,
  • ·? when traveling on public transport, at the request of an authorized person, present a single social travel card, passport and a document confirming the right to receive benefits
  • ·? in the event of loss or deterioration of a unified social travel ticket, the citizen immediately submits a statement indicating the reason (circumstances) for the loss (damage) of the ticket to the Social Affairs Committee at the address: Vsevolozhsk, Vsevolozhsky Prospect, 1, office No. 8, window No. 9.

To travel on the metro and on public ground passenger transport routes in St. Petersburg, the ESPB based on the BEPC must be activated at any ticket office of the St. Petersburg metro station once a month, after issuing a ticket for the current month, upon presentation of a passport and a document confirming the right to receive the benefit .

When a person accompanying a visually impaired person of group 1 or a disabled child travels on public transport in St. Petersburg, a contactless electronic card must first be applied to the control and reading devices. a plastic card disabled person (disabled child), then an electronic plastic card of the person accompanying him. A discounted travel pass is issued by the state to those categories of citizens who cannot pay for travel at their own expense for certain reasons or who have earned an incentive in the form of a free or discounted ticket. This benefit applies to public, suburban and intercity transport. There is a special procedure for obtaining a discounted travel pass.

Each region has its own lists of citizens who can receive a discounted travel pass. In general, the right to draw up this document has:
  • disabled war veterans;
  • WWII participants, combat veterans;
  • heroes of the Soviet Union;
  • heroes of Socialist labor;
  • members of the Federation Council and State deputies. Dumas;
  • some categories of military personnel;
  • residents of besieged Leningrad;
  • family members of deceased veterans;
  • Chernobyl victims;
  • disabled people and their accompanying persons;

To receive a discounted travel pass, students should contact the dean’s office (accounting) and fill out an application form for the production of a social card. Then it must be signed at the dean’s office, stamped and submitted to a specialized metro ticket office. You must have an identification document, a valid student ID, and a receipt for payment for the service (if the card is issued in place of a lost one). After 10 working days, the student can pick up the prepared card at the same metro ticket office. The metro employee should present your application stub, passport, and student ID. Schoolchildren receive this card by analogy with the described scheme, only the application is signed by the principal at the school.


Children from large families should contact the regional Social Security Service at their place of residence to receive a discounted travel pass. You should have with you documents that confirm your right to receive benefits, certifying documents. The pass gives you the right to free travel on public transport, incl. in trains up to 16 years of age (subject to study - up to 18 years of age.)


Disabled people can get a discounted ticket at the metro ticket office. To do this, you must provide a passport (another identification document) and an ITU certificate. You must first register in the general database of beneficiaries by writing a corresponding application to the social protection department at the place of registration.


Disabled people (including disabled children) and their accompanying persons can receive free travel on railway transport. To exercise your right to discounted travel, you must obtain a coupon from the authorities social insurance. It must be presented together with a passport (another identification document) and a document confirming the right to benefits when purchasing tickets.


Railway workers are issued preferential travel tickets at their place of work according to the approved schedule (ticket for traveling on vacation, ticket for traveling to work).


When traveling in transport, you need to have with you not only a travel ticket, but also the document on the basis of which it was issued (identification of a war veteran, disabled person, pensioner, etc.). Otherwise, travel must be paid according to current tariffs. Only the person whose name is written on it can use a discounted travel pass.

1. Rules for traveling on public transport using a social card for a resident of the Moscow region (SKMO)

1.1. When traveling on public transport, the holder of the SKMO must act in accordance with the established rules for the passage of passengers on public transport.

1.2. When traveling in public urban ground transport that is not equipped Automated system fare control (Turnstile), the SKMO holder is obliged to present the SKMO for visual control to the driver (conductor) and bring it to the terminal.

1.3. When traveling on public transport equipped with turnstiles, the holder of the SKMO must, while boarding the vehicle:

  • bring the CVS with any flat side to the black or yellow circle (target) of the Turnstile at a distance of no more than 5 cm or touch it;
  • After making sure that the green permitting signal lights up, go through the turnstile into the salon. Repeated passage (entrance) through the Turnstile is blocked for 7 minutes after the previous one.
  • write down the State registration number vehicle and route number;
  • contact specialized points for the sale of travel tickets in the Moscow region and, presenting a faulty SKMO, receive a free transport card for use on public transport, providing the State registration number of the vehicle and the number of the route on which the SKMO did not work. The free Transport Card is valid for 3 days from the date of the first pass; in the event of a malfunction, the exchange is made at a specialized point for the sale of travel tickets in the Moscow region;
  • transfer the faulty SKMO to the territorial structural unit of the Ministry of Social Development of the Moscow Region at the place of residence, reporting the State registration number of the vehicle and the number of the route on which the SKMO did not work. During the period of replacement and restoration of SKMO, the territorial structural unit of the Ministry of Social Development of the Moscow Region at the place of residence issues a Temporary Unified Social Card for a resident of the Moscow Region (VESB), with a mandatory mark on the validity period of the UESB.

Upon receipt of a replaced or restored SKMO, the WESB is handed over to the territorial structural unit of the Ministry of Social Development
Moscow region at place of residence.

2. Rules for travel in the Moscow metro using SKMO

2.1. When traveling in the Moscow Metro (hereinafter referred to as the Metropolitan), the holder of the SKMO must act in accordance with the established rules for passenger travel in the Metro.

2.2. Access to the Metro station using SKMO is carried out through the Turnstile.

To pass, the SKMO holder must:

  • bring any flat side parallel to the yellow circle to the SKMO Turnstile at a distance of no more than 5 cm or touch the yellow circle;
  • make sure that the red signal goes off and the green light comes on, and then go through the Turnstile.

Repeated passage through the Turnstiles is blocked for 7 minutes after the previous one.

2.3. VESB in the Metro is valid if you have documents confirming your right to the free travel benefit.

2.4. In case of loss of the SKMO, free travel in the Moscow metro is not provided to the owner of the SKMO.

In the event of a malfunction of the SKMO (SKMO does not work), the holder is obliged to:

  • try to go through another Turnstile;
  • if another Turnstile does not work, then the ICMO holder is obliged to check the validity period of the ICMO on a special device installed on the wall in each lobby of the Metro station, or contact any Metro ticket office to test the ICMO;
  • in case of a positive test result for the CKMO, the holder of the CKMO must try to go through the Turnstile again;
  • the faulty SKMO must be transferred to the territorial structural unit of the Ministry of Social Development of the Moscow Region at the place of residence for its replacement or restoration. For the period of replacement and restoration of SKMO in the territorial structural unit of the Ministry, a VESB is issued;
  • upon receipt of a replaced or restored SKMO, the VESB is handed over to the territorial structural unit of the Ministry of Social Development of the Moscow Region at the place of residence.

2.5. When registering travel for persons accompanying disabled children, disabled people 1 gr. Additionally, a certificate from a medical and social examination institution is presented.

3. Rules for servicing suburban railway transport for certain categories of citizens living in the Moscow region using SKMO

3.1. SKMO is used to issue free travel on commuter rail transport in accordance with current legislation, rules for the provision of services for the transportation of passengers by rail and rules for the transportation of passengers, luggage, cargo luggage. With the help of SKMO, non-cash travel documents (one-time tickets) are issued for the selected route within the region where the benefit is valid, or the right of passage is recorded on SKMO.

3.2. To travel by rail, the owner of the SKMO must go to the ticket office of the railway station (train station) or stopping point and present the SKMO to issue a one-time ticket or register on the SKMO for the right to travel on railway transport.

3.3. When registering travel for persons accompanying disabled children, disabled people 1 gr. Additionally, a certificate from a medical and social examination institution is presented.

To pass through the Turnstiles you must:

  • Bring the CVS with either side parallel to the circle at the top of the turnstile at a distance of no more than 5 cm (or touch the circle) or place a single ticket with the bar code facing up in the ticket receptacle.
  • Make sure the green light turns on and go through the Turnstile.

Repeated passage through the Turnstile using the same single ticket is not possible. Repeated passage through the Turnstiles using SKMO at the same railway station (train station) or stopping point is possible no earlier than after 40 minutes.

3.4. If the SKMO does not operate, its owner must contact the administrator of the station or stopping point to find out the reason for the failure of the SKMO and check it. If the reason cannot be determined, the SKMO is considered invalid (faulty); its owner must contact the territorial structural unit of the Ministry of Social Development of the Moscow Region at his place of residence to replace it.

4. In case of damage, loss (loss, theft, seizure) of the SKMO, the holder of the SKMO:

  • must contact the territorial structural unit of the Moscow region and fill out an application for the loss of SKMO;
  • for the period of re-manufacturing of SKMO, a VESB is issued.

Re-issuance of SKMO in case of damage, loss and loss for misuse is carried out at the expense of the SKMO holder.

5. Security measures

The holder of the SKMO is obliged to protect the SKMO from mechanical damage and impact on it high temperatures, electromagnetic fields, chemicals and other substances that can negatively affect the material from which the SKMO is made.

A notification about the successful operation is printed to the client. If the accepted amount is greater than the cost of the service, the ATM offers to transfer the change to pay for the mobile phone.

Next economic crisis hit not only food prices. In addition, prices for travel in urban, suburban and intercity transport have skyrocketed. As usually happens in our country, pensioners suffered the most from this.

Despite the fact that pensions are indexed twice a year, the meager amounts are clearly not enough to travel not only around the country, but also around their hometown. There is only one hope left - for discounted travel tickets that allow you to travel on public transport at the expense of the state. How can you get them, and who is entitled to such assistance from the state? We will deal with these issues.

Who is eligible for discounted travel?

Since August last year, the list of categories of beneficiaries has been revised and significantly reduced. Now it includes:

  • war participants and disabled people, family members of military personnel killed in combat, persons exposed to the negative effects of radiation;
  • persons who were awarded “Honorary Donor” badges in Soviet times and in modern Russia;
  • members of large families;
  • home front workers;
  • families with disabled children or persons looking after a child with disabilities;
  • children who have lost their breadwinner;
  • persons recognized as victims of political repression or rehabilitated.

The procedure for obtaining a travel ticket for pensioners receiving benefits

As you can see, there are no “ordinary” pensioners on this list. There is no free travel for them. However, a number of benefits were still retained, so it is relatively early to say that the state has completely given up on the elderly. For disability pensioners, persons who are also victims of man-made disasters, Heroes of Labor need to complete several simple steps to obtain a travel card:

  • contact the social protection department;
  • write an application and attach documents giving the right to benefits;
  • register in a unified database of beneficiaries;
  • take a certificate from the MSE (medical social examination), the presence of which will be sufficient grounds for obtaining a travel pass.

After going through all the procedures listed here, all that remains is to go to the ticket office and receive a document confirming the right to free travel on public, suburban and intercity transport.

What benefits are provided to pensioners in Moscow and St. Petersburg in 2016-2017

For pensioners of the capital and the Moscow region, no one has yet canceled travel benefits. To take advantage of the right to free travel, they only need to have a permanent residence permit in the city, as well as a unified Muscovite social card. To obtain it, you will need to contact the social protection department with the following documents:

  • pension certificate;
  • general passport;
  • insurance policy;
  • papers confirming the status of a victim of political repression or man-made disasters, a participant or disabled person in war, etc.

You may also need other documents, which the social security department will tell you about. Having a Muscovite social card gives you the right to free travel on any public transport within the capital.

In St. Petersburg, pensioners who are not entitled to benefits cannot travel around the city for free. However, for the categories of persons listed below, it is possible to purchase a travel ticket at a reduced cost:

  • unemployed women aged 55 or over, permanently residing in the northern capital;
  • pensioners over 60 years of age who are registered in St. Petersburg.

Benefits apply to any transport except commercial buses and minibuses. You can issue a travel ticket directly at the ticket office - to do this you need to present your passport and pension certificate to the cashier.

Other categories of beneficiaries of the northern capital are residents of besieged Leningrad, participants and disabled people of the Great Patriotic War, home front workers and labor heroes also have the right to free travel on commuter trains. This benefit is valid only during the summer season - from May to December. It is issued directly at the ticket office upon presentation of the relevant document and a civil passport or any other identification card with a photo.
