In 2013, by decree of the President of the Russian Federation, the portal of the Russian Public Initiative was created. With its help, any adult Russian citizen can put forward his proposal for consideration by the government. How to register

The system will automatically open a login window to the State Services portal, where you will need to enter your password and login.

After logging in, you will be redirected back to the ROI website. Voting for initiatives

Depending on the coverage of the territory, projects on the ROI website are divided into 3 groups: federal, municipal and regional. To search for a project on the main page, in the filter line, select the level of interest, check the box and click “Apply filter”. We also select a section.

Publication of your initiative

In order to submit your proposal, you should log in to the ROI portal, click the “Publish initiative” button, and describe your thoughts in detail. In the near future, the initiative will be sent to the site moderators for review. If all the conditions for writing the text are met, if you do not call for violence, then your proposal will be published. After publication, the initiative will be open for voting to all citizens of the Russian Federation for one year.

The required number of votes for a project depends on the level of the initiative being put forward. For example, if a proposal is put forward at the municipal level, at least 5 percent of the population must vote positively. Registration procedure

The mechanisms of the Russian Public Initiative (ROI) system, launched in 2013 by decree of the President, need to be improved, especially at the regional and municipal levels. Such conclusions were reached by participants at a meeting of the Council for Interaction with Civil Society Institutions under the Chairman of the Federation Council. When modernizing this system, it is necessary to take into account the practices of regions in creating services for feedback from citizens, says Russian Minister for Open Government Mikhail Abyzov. To protect the rights of citizens during public discussions, the Open Government and the Public Chamber intend to initiate a number of changes to the legislation.

Every citizen of Russia over 18 years of age registered on the public services portal can put forward their own initiative or support any other on the ROI portal. For a federal initiative to be considered, it must receive 100 thousand votes in favor within a year. Initiatives at the federal level that have received sufficient support from citizens are submitted to a federal-level expert working group headed by Russian Minister Mikhail Abyzov. The threshold for considering initiatives at the regional level is also 100 thousand for regions with a population of over 2 million, for the rest - 5% of the region's population. For municipalities - 5% of their population.

Since the launch of the portal, 13 petitions at the federal level have received the required number of votes; all of them were considered by an expert working group, and the conclusions based on the results of public discussion were sent to the authorities to be taken into account in their ongoing work. As for initiatives at the regional and municipal level, not one of them was considered by expert working groups at the appropriate level.

It may be worth thinking about improving the classification system for public initiatives, to understand to what extent the conclusions of the expert working group are binding and final, and how the mechanism of public initiative is or is not included in the legislative process. It is worth thinking about the formation of a unified electronic feedback system between authorities and civil society institutions and increasing citizens’ confidence in the effectiveness of the electronic voting system,” said Nikolai Fedorov.

At the federal level, the system as a whole works, but citizens do not yet have the opportunity to monitor how their proposals are taken into account in the work of government bodies, agrees Mikhail Abyzov.

Not all proposals are taken into account in a timely manner and government decisions are developed on their basis. I agree that we need to think about a mechanism, perhaps, for mandatory consideration of those proposals that are being developed,” the minister said.

To implement the mechanism at the regional level, according to him, all information opportunities have also been created, but so far at the level of constituent entities of the Russian Federation and municipalities, the ROI and petition institutes have not really started working. The reason, according to the minister, is that the system at this level provides for mandatory identification of citizens through an electronic system digital signature(EDS), and this is difficult and expensive for an ordinary citizen. This system needs to be modernized and made closer to consumer needs common man, taking into account the experience of the constituent entities of the Russian Federation in creating services for receiving feedback from citizens, says Mikhail Abyzov. As an example, he cited the Moscow service “Active Citizen” and the Moscow region “Dobrodel”, within which the opinions of citizens are taken into account according to a different, simpler model.

These systems are more comfortable for ordinary people. Moscow and the Moscow region have created a good public infrastructure that properly supports the high-quality implementation of initiatives, proposals and comments that are collected. The popular vote itself and the collection of proposals will not work if people do not see how the government takes into account and for what reason it rejects supported initiatives. Taking these practices into account, we need to look at what changes can be made to the ROI system; perhaps, for regional and municipal modules, change the registration parameters of the main participants. It is necessary for the leaders of the constituent entities of the Russian Federation to be more actively involved in this work so that the most significant issues can be brought to public discussion without hesitation and receive the very feedback for which the Open Government system was created,” the minister believes.

Regional officials need to be trained in the use of such services, Mikhail Abyzov emphasized. He recalled that earlier it was decided to create on the basis of the university government controlled Moscow Government courses to train regional representatives to work with such systems. At the same time, regions can be offered a ready-made “cloud” solution, which will allow them to avoid additional costs for the implementation and operation of electronic services.

The main costs here will be associated with the organization of the civil service and the creation of a different culture of public administration. Today we are sometimes focused on answering automatically, “for show,” but here we will need to respond and clearly indicate how the proposal is implemented. Today, only a few regions are able to do this efficiently: Moscow, the Moscow region, Tatarstan and some other constituent entities of the Russian Federation,” said Mikhail Abyzov.

But to work effectively with citizens, we need to move in all directions: not only use new technologies, but also “reach out” to citizens personally, the minister emphasized. Only in this way, in his opinion, can the quality of decisions made be significantly changed.

In order to ensure that the rights of citizens are protected during various public discussions and that their opinions are taken into account by the authorities, it is planned to make changes to the legislation.

In order to build a more effective system, the Public Chamber and I propose to take the initiative to introduce additions and clarifications to the laws on public control and on the Public Chamber in order to provide for the mandatory nature of certain norms and procedures that would better protect the interests of citizens during public discussions,” - said Mikhail Abyzov.

Secretary of the Public Chamber Alexander Brechalov, in turn, also noted the importance of working at the regional level, especially with citizens’ appeals. He recalled that federal legislation has rules that regulate the work of officials in responding to citizens’ requests. Meanwhile, as the practice of direct lines with the President of the Russian Federation shows, complaints are brought to the level of the head of state when people appealed to all officials at the regional level, but did not wait for a solution to the problem.

The Public Chamber receives more than 25 thousand requests every year. Almost 70–80% are proposals and problems that can definitely be solved at the regional level. My colleagues and I have included the quality of handling citizen requests as one of our key performance indicators. I believe that together we need to strengthen our work in this direction,” said the secretary of the Public Chamber.

The main priorities of the Open Government system were defined in the May decrees of the President. Behind last years, according to Mikhail Abyzov, together with State Duma, the Federation Council and the regions managed to create the foundation of an infrastructure that allows taking into account the opinions of citizens on a wide range of government decisions and the problems discussed.
