This system needs to be modernized and made closer to consumer needs common man, taking into account the experience of the constituent entities of the Russian Federation in creating services for receiving feedback from citizens, says Mikhail Abyzov. As an example, he cited the Moscow service “Active Citizen” and the Moscow region “Dobrodel”, within which the opinions of citizens are taken into account according to a different, simpler model.

Regional officials need to be trained in the use of such services, Mikhail Abyzov emphasized. He recalled that earlier it was decided to create on the basis of the university government controlled Moscow Government courses to train regional representatives to work with such systems. At the same time, regions can be offered a ready-made “cloud” solution, which will allow them to avoid additional costs for the implementation and operation of electronic services.

The main costs here will be associated with the organization of the civil service and the creation of a different culture of public administration. Today we are sometimes focused on answering automatically, “for show,” but here we will need to respond and clearly indicate how the proposal is implemented. Today, only a few regions are able to do this efficiently: Moscow, the Moscow region, Tatarstan and some other constituent entities of the Russian Federation,” said Mikhail Abyzov.

But to work effectively with citizens, we need to move in all directions: not only use new technologies, but also “reach out” to citizens personally, the minister emphasized. Only in this way, in his opinion, can the quality of decisions made be significantly changed.

10. 11. Based on the results of the preliminary examination, the authorized non-profit organization makes a decision:

a) on posting a public initiative on an Internet resource (in the voting section) and beginning the voting procedure;

b) refusal to post a public initiative on an Internet resource;

c) about changes in the level of implementation of a public initiative.

12. The authorized non-profit organization notifies the citizen who sent the public initiative electronically about the decision made based on the results of the preliminary examination. At the same time, notification of a refusal to place a public initiative on an Internet resource or of a change in the level of its implementation must be motivated.

13. An authorized non-profit organization makes a decision to refuse to post a public initiative on an Internet resource in cases where:

a) the public initiative contradicts the Constitution of the Russian Federation, generally recognized principles and norms of international law, including in the field of rights, freedoms and legitimate interests of citizens;

b) the public initiative contradicts Article 6 of the Federal Constitutional Law of June 28, 2004 N 5-FKZ “On the referendum of the Russian Federation”;

c) the public initiative does not contain a description of the problem, or the public initiative does not propose options for solving the problem, or the proposed options are not justified.

14. A public initiative posted on an Internet resource must receive the necessary support during voting using the Internet resource. An initiative is considered supported if, within one year after its publication on the Internet resource, it receives:

b) at least 5 percent of the votes of citizens permanently residing on the territory of the corresponding subject of the Russian Federation (for subjects of the Russian Federation with a population of more than 2 million people - at least 100 thousand votes of citizens permanently residing on the territory of the corresponding subject of the Russian Federation), - in support of regional initiatives;

17. The authorized non-profit organization provides:

a) the opportunity for citizens to freely use the Internet resource to familiarize themselves with public initiatives posted on it, voting results, decisions taken, as well as to obtain information about the progress and results of the implementation of the public initiative;

18. A public initiative that does not receive the necessary support during the voting is considered unsupported and is removed from consideration. Information about this is posted on the Internet resource.

19. A public initiative that has received the necessary support during voting is sent electronically by an authorized non-profit organization to an expert working group at the appropriate level (federal, regional or municipal) to conduct an examination and make a decision on the feasibility of developing a draft relevant regulatory legal act and (or) on other measures to implement this initiative. Information about sending a public initiative to an expert working group of the appropriate level and the decisions it made is posted on the Internet resource.

20. When sending a public initiative to an expert working group, the authorized non-profit organization indicates the following information:

The composition of the regional-level expert working group is determined higher authorities executive power of the constituent entities of the Russian Federation and includes representatives of government bodies of the Russian Federation, deputies of representative (legislative) government bodies of the constituent entities of the Russian Federation, members of public chambers of the constituent entities of the Russian Federation, deputies of representative bodies municipalities, representatives of government agencies, the business community and public associations.

23. The composition of the expert working group at the municipal level is determined by local government bodies and includes representatives of these bodies, deputies of representative bodies of municipalities, representatives municipal institutions, business community and public associations.

24. Based on the results of consideration of the public initiative, the expert working group, within a period not exceeding two months, prepares an expert opinion and a decision on the development of the relevant regulatory legal act and (or) taking other measures to implement the initiative, which are signed by the chairman of the relevant expert working group, about which notifies the authorized non-profit organization electronically.
