In accordance with these documents, every citizen of Russia must replace his passport when he turns 20 and a second time at 45 years old. The department of the Federal Migration Service deals with issues of replacing a passport based on age, where citizens can apply at their place of registration. How long does it take to replace a passport based on age at 20/45 years?

From the moment the required package of documents is submitted to the office of the Federal Migration Service to replace the passport, the period for providing the state service for the production and issuance of a new passport to the applicant begins.


According to the FMS Order No. 339 “On approval of the Administrative Regulations of the Federal Migration Service for the provision of public services for the issuance, replacement and execution of the state function of recording passports of a citizen of the Russian Federation, identifying the identity of a citizen of the Russian Federation on the territory of the Russian Federation” dated December 7, 2009. a new passport must be issued within ten days, starting from the day the required package of documents is accepted by FMS employees. Moreover, this period does not depend on the place of submission of documents - in person at the Federal Migration Service office or on the unified portal of public services.

It is necessary to focus on the fact that this period is relevant only if a citizen applies to the FMS office at his place of permanent residence. If a citizen temporarily resides in another region and submits documents to obtain a new passport, he will have to wait about 2 months for a replacement passport. But there is no need to worry, since while the passport is being produced, a “temporary” document will be issued identifying the applicant until the day the new passport is in hand.

Responsibility for violating the rules for replacing a passport based on age

Reasons for refusal to obtain a passport

Receiving a passport

Having received the necessary documents from you, FMS employees will notify you of the date of your next visit to the department, when your passport will be replaced. At age 45, you will be issued a new document. If you submit an application to the migration service at your place of registration, then this period should not exceed 10 calendar days. The law of our country determines that every citizen, after reaching the age of forty-five, is obliged to produce within thirty days. To be more precise, the application is submitted to the regional structure of the designated government body serving the territory of the place of residence. After checking and making a positive decision, the application acquires the “Ready” status. The previously paid state fee (valid for 3 years) is used when filing a new application.

The procedure for issuing a passport from the moment the employee receives all the required documents in accordance with the administrative regulations of the FMS should not last more than an hour and a half and requires a single visit by the applicant to the unit. With the consent of the applicant, he may be offered another time convenient for him to receive a passport. After the applicant receives a passport, his application acquires the “Closed” status.

Reasons for refusal

There are situations when, for a number of reasons, the application acquires the “Returned” status, and the applicant is sent a message indicating the reasons for the refusal.

It can be:

  • the application came from an applicant under 14 years of age;
  • lack of citizenship;
  • the required information is not fully indicated in the application (or is missing altogether);

  • non-compliance of the number and size of photographs with established requirements or submitted in violation of certain parameters;
  • documents were provided in a foreign language without translation into Russian and appropriate execution;
  • the applicant did not appear within 3 days from the date of notification that the passport was ready.

We pay the state duty
